TRUSSVILLE — The Trussville City Council met in a rescheduled meeting on Thursday, July 8, 2020. Several resolutions and ordinances were passed after being recommended by the Public Safety Committee.
A resolution was passed to install speed humps on North and South Mall. There will be two humps installed on each side of the mall. Mayor Buddy Choat said it was important to take into account the amount of pedestrian traffic on the section of the roadway and the number of events held on the mall.
The city council also voted to change the speed limit on Roper Road. The speed limit on Roper Road from Queenstown to the Moody city limit will be changed to 40 mph.
“It makes it more consistent and we did a traffic survey and the survey supports the speed limit to be 40 mph in that area,” said Police Chief Rush during the council’s work session.
The speed limit on Trussville Clay Road will also be changed, from Poplar Street to Memory Lane. The speed limit in the area is currently 25 mph and 30 mph. It will be changed to 35 mph. Rush said the current speed limit is outdated.
Both speed limit changes came to the council as a recommended change by the Public Safety Committee.
The council approved a resolution for temporary construction easement for $3,000 for some of the property at 176 Main Street. The resolution concerns the widening of Highway 11.
The city council also passed a resolution in support of the Jefferson County Health Officer’s order requiring face coverings.
“We just want the public to know that we really do want them to take this seriously,” said Council President Dr. Zack Steele.
A landowner on Anderson Circle came before the council asking to purchase a piece of property that the city owns. The city owns property at 112 Anderson Circle. The city council passed a resolution allowing Mayor Buddy Choat to enter into negotiations with the resident. Before any decisions are made on the purchase of the property, the issue will have to be brought back to the council for approval.
The council voted on the rezoning of three properties.
6632 and 6634 Bedford Circle were rezoned from A-1 (Agriculture) to R-2 (Residential).
The council unanimously denied the rezoning of 6270 Service Road from R-2 (Residential) to CP (Commercial Preferred). The Planning and Zoning Committee recommended the council deny the rezoning after hearing from the potential buyer of plans for the property. The applicant did not attend the council meeting to speak for the rezoning of the property, however, some residents who live in the area did attend to speak against the rezoning.
A property at 510 Main Street was rezoned from R-2 (Residential) to Q-C-2 (Commercial) in a 3 to 2 vote. Councilman Jef Freeman and Councilman Perry Cook voted no to rezone the property after hearing from concerned residents in a public hearing. Council President Dr. Zack Steele, Councilman Alan Taylor and Councilman Brian Plant voted yes on the measure.
The rezoning reads in part, “Upon application made by Trussville Highway 11, LLC this property formerly zoned R-2 (Residential) will hereby be rezoned Q-C-2 (Qualified Commercial restricting from use as a cstore, auto repair, car wash, auto, boat, and motorcycle sales, and mini-warehouses and massage parlors, plus any uses restricted by deed and leaving a 50′ buffer on the rear with 25′ undisturbed and 25′ to be replanted after fill is installed with plant materials that will provide a visual barrier) by this ordinance. The address or location being GIS 510 Main Street.”
Developers said several retailers have shown interest in the property but did not specify which retailers those are.
