MOUNTAIN BROOK — A Birmingham man was arrested on Oct. 30 after he was accused of taking salacious photos under women’s skirts at area grocery stores.
The suspect has been identified as James Phillip Huggins Jr., 32, of the Crestline area in Birmingham. The alleged crimes in question occurred at Publix on Montclair Road and Piggly Wiggly on Church Street, according to Mountain Brook Police Lt. Chuck Clark. Authorities said that they received a report on Sept. 22 from a woman who said that she witnessed a man take pictures up her skirt while she was at the Piggly Wiggly.
After identifying Huggins as the suspect, authorities obtained a search warrant for his phone and other devices, which showed other victims. Four of those victims have been identified and authorities have obtained four felony warrants for the charge of first-degree voyeurism against Huggins.
Other charges are pending until police can identify the other victims.
Bonds of $75,000 were obtained on the first three charges and $100,000 on the last charge.
Alabama’s voyeurism law took effect on Sept. 1. Alabama Gov. Kay Ivey signed the anti-voyeurism bill earlier this year, which outlawed “upskirting.”
